Loophole #1: The Cigar Bar
By definition, a cigar bar it must have opened prior to December 31, 2001, 10% of revenue must come from the sale of tobacco products, and 60% of revenue alcohol sales. Establishments must apply for certification from the Department of Health and Mental Hygiene, who will be enforcing the new law. Manhattan Cigar Bars
