The 102nd Floor Observatory is located 200 feet above the 86th Floor, offering a real "birds eye" view of New York City. It's not the ideal place for photo taking, since it's entirely enclosed in glass, but it does offer visitors a wonderful view to compensate. Access to the 102nd Floor is available with a special ticket, which you can only buy on-site at the Empire State Building.
